On simplifying the procedure for returning unclaimed international cargo

Please be informed that the administrative order of the RF Ministry of Transport dated 03.09.2019, No.290 “On approving the boundaries of the permanent, multidirectional air cargo/passenger checkpoint through the state border of the Russian Federation at the International Airport of Saint Petersburg (Pulkovo)” has taken effect from 03.10.2019. Under the aforesaid administrative order, the area of the Temporary Storage Facility (hereinafter the “STF”) of JSC Cargo Terminal Pulkovo is included in the boundaries of the air checkpoint of Airport Pulkovo, which has resulted in a significant simplification of the procedure for returning unclaimed/unwanted cargo temporarily kept under customs supervision in the STF.  The cargo shall be returned upon application in writing of the person concerned to the head of the Pulkovo Customs Station, appending the shipping documents, as well as the documents confirming the applicant’s powers in respect of the goods. No customs declaration prescribed the re-export procedure as set out in Paragraph 4, Article 92 of the Customs Code of the Eurasian Economic Union will be required. The return freight will be performed pursuant to a newly issued air waybill with a reference to the number of the entry air waybill.
